You can always start off with a cheap one, and budget for the good one later. I should note that a lot of the cheap ones do not scan the MSCAN bus, so you wont be able to look at these systems. But all of them can look into the powertrain, which is what we want anyway. Plus grab trouble codes.
Best to plug in the adapter while the engine is completely OFF. Best to connect to it with software AFTER the car is successfully started. I believe you can read codes even while the ignition is in ACCESSORY mode, so no need to start car just for that.
