the light on the button works when i press it, but i tested with a voltmeter and the fog lamps themselves aren't getting any power. i'd like to be able to use them since my headlights don't provide a whole lotta illumination. any thoughts?

The switch just turns on a relay. Find the relay and see if it is working. May have a bad ground or the fuse is blown.

I have been guilty of pulling the trigger before trying everything, but I have tried cleaning the connections, and searching for the elusive in-line fuse, but I cannot find either it or the relay that must actuate the fog lights. Does the Chilton or Haynes manuals have a circuit diagram? I need the fogs because I'm going over Snoqualmie and there is 18 inches of snow expected, and I'll need all the illumination I can get. Did you ever source the power to your fogs?

The fog lamp relay is up behind the dash panel above the fuse box. It should be a blue fuse. Check that first. If the fuse is intact, you may have to follow the lines to the lights to check for a discontinuity (break in the line). I had a similar problem and described it in this topic.
