Tested my starter, it is fine. All connections on wiring harness are made. I have power, yet I am not getting the engine to turn over. Could it be the ignition. The engine is getting gas when I step on the accelerator. Any ideas would be helpful.

Get someone to turn on the ignition when you check the voltage at the starter. Depending if you have power or not will give you an idea whether to continue checking the wiring, fuse, the ignition, etc. Did you check all your grounds and clean and tighten the battery terminals.

yes, it could be the ignition switch. it could also be the starter solenoid, the interlock switch or wiring, or the wiring from the battery.
