the belt doesnt need to be on in that direction as long as the timing marks are lined up properly it just helps if you dont know what your doing to line up marks. like loudsho92 said you need to give a little more info on what else was done.
Check for spark and fuel. If I were a betting man I would say timing off, cps or ground. Those are the things that would have gottin messed with for a timing belt.
