WA, I miss WY!!!
no it is not low on antifreeze but for some freakin reason there is no fluid going through that top hose of the radiator into the themostat...WTF

I had a similar situation when I replaced my wife's minivan rubber hoses and thermostat + water pump, etc... What I did is that I took off the radiator cap and started the engine. I slowly topped off the radiator with antifreeze as the engine temperature rises. I suspect that there is air in your system. So if this is true, be patient and purge that air out slowly.
