Missing plug in rack and pinion

I just noticed while I got my engine out that there is a missing plug or something right where the rod for the steering wheel goes in. The hole points straight forward and I can see a gear in it. What is supposed to go in there?

it is a plug as to where the rack tensioner goes through, then they seal that hole up with an aluminum plug to stop contaminantsfrom groing onto the rack
