It sounds like belt slip, but I had both accessory belts off and the whine was as loud as ever. I can't locate the source, the pitch seems like its coming from the whole front of the engine and its VERY loud. Here's a video of it: (My friends are a little annoying )

No, the washer is there. I torqued the damper bolt to over 140 ft# so I sure the sprocket is seated. Is it possible that I overtightened the bolts on the lower cover, the edge between the middle and lower covers looks a little warped.

Yes, it definitely causes it. It also causes the belt to fail prematurely. You're supposed to just get the slack all onto the side with the tensioner and let the spring from the tensioner take up the slack. I always do it a bit more because 15 year old tensioners stick a bit, but you're not supposed to crank the tensioner over and get it really tight..

Got it done. It was a lot easier than I expected to get to that tensioner access panel. Noise is gone.

Just curious, is it the tensioner being stressed that makes the noise or is it the belt? I'm not sure why being too tight would cause that noise.

I think it's a belt noise sort of along the lines of a guitar string, it's stretched tight so it vibrates and makes noise. That may have no basis in reality, it's just how I've thought of it.

actually, I thought I pinpointed the sound at the journal where the cams exit the head behind the sprocket. This would be the fulcrum, and a distorting cam could put immense pressure at that spot.
