Intermittant Brake Light Failure

My car is a work in progress. But man, is it fun when it runs!The ultimate stealthmobile! But, my radar evasion is going to be ruined by my brake lights not always working. I've checked the brake activated switch, but I cannot figure out what the clip-on white slide switch does? The brake light switch is to me the one that presses on the firewall- so what is the one above it for?
