idler pulley or tensioner pulley question

ok guys, i have a question about the idler pulley or tensioner pulley on my 95 mtx 3.0 sho, i am trying to change alt, and when i went to loosen the belt, i could not get it to loosen.... i turned the little hex head bolt on top of pulley all the way in.... it twisted down into the housing of the pulley bracket, and still did not loosen the tension on the belt, i took it back the other way till it came back to the top of the bracket housing and stopped, still have a tight belt, the pulley did not move up or down, just the bolt...? what am i doing wrong....???

You have to loosen the bolt in the center of the pulley before you try to relieve the tension.
