First get a very small allen wrench and remove the ignition cylinder, then remove the tilt steering lever (it unscrews). Remove the screws (4) holding the steering column cover "clamshell" in place. Carefully remove the cover, some plastic "snaps" may still be in place.
Then you have to unclip the multifunction switch from the steering column and disconnect the electrical connection. In my experience the MFS is often loose from continued "tilting" of the steering column and the electrical connection can come loose. If this seems to be the case then remove it, clean it up real good and put it all back together and make sure it snaps in the channel sceurley.
However, these switches are known for going bad. Thus called MF switches (lol). Local bone yard should have a good one. Look for one on a SLO or aerostar/windstar of similar year. one without tilt steering would be best, and if it looks like the steering column has been jacked with keep looking.
