Other options are to use a strap wrench (very helpful tool) or two wrenches on opposing bolts.

Another option for any pulley is to use a boxed end wrench and a socket. Assume the bolts are at 12, 3 6 and 9 O'clock. Put an oversized wrench on 9 pointing to the right and passing between 12 an 3. Put the socket on 3 and let the wrench handle rest on the socket. Hold the wrench where it is, pull on the socket handle. The wrench by way of the bolt head and socket prevents the pulley from turning,,similar to the screwdriver above but easier to do. Put the wrench below the bolt for tightening.
