How to remove spots from interior / visor?

What procedures are available for removing spots from the interior cloths without tearing any holes?

What is it? It does not look like water spotting, but if it is you will need a PHbalancer..

I would use Sprayaway brand glass cleaner, it gets everything from blood to grease out of headliners, just get a tooth brush and spray it and scrub away... I have used diluted mineral spirits before but I would not go any harsher than that...
