Sounds like you have a broken cable. Open your trunk and you should see a release pull for the fuel door. Its located on the same side as your fuel door and clearly marked.

Could also be the plastic tab that locks the door , they are often broken. Ford still carries these , I bought one 2 weeks ago.

I have the same issue, but when I pull the cable in the trunk, it still sticks like the flat piece of metal isn't "springy" enough.....

That plastic part has the metal 'spring' with it , its all you need. Takes 30 seconds to change.
