Horn and Cigarette lighter both not working

So my horn has stopped working along with my cigarette lighter. I know they both run off the same circuit breaker so I replaced that and they still both aren't working. My horn prior to this was very weak before it stopped working completely. Then again my cigarette outlet looks odd to.

Also the new circuit breaker seems to get warm very quick. Faster than the other one's

looks to be enough rust in the bottom of that lighter socket that it could just be shorting out. I would replace that.

Unplugged the cigarette socket and the horn works now.
