right around 1/4 inch on one side the rest is still tight

Is that 1/4" achieved by pushing on the belt lightly or firmly?

An RPM-specific rattle is almost always a bad timing belt tensioner, but the noise is from the tensioner, not the valvetrain. Use a mechanic's stethoscope (under $10 at AutoZone, etc.) to determine the exact source of the noise. If it's clearly coming from under the valve covers and towards the back (driver's side) of the motor, then it's more likely a chain tensioner. If it's coming from the front of the motor, it's the belt tensioner.

lightly and how do i go about reseting my timing from scratch i dont have any repair manuals and cant find any locally

shophoenixproject.com also you should be able to find a Haynes manuel at most auto parts chain stores.
