help with codes

i have a 1990 mtx and got the codes: 215,421 and 54 anyone know what they are? im geting fuel air and spark but its not starting??

if it is a 90, the codes are 2 digit codes so you got a 21, and a 54, it just so happens that they flash twice.

54--ACT sensor exceeds test max
VAT sensor exceeds test max

21--ECT sensor input out of test range
