Help with Code 15

Ok, so everytime I try to check the codes, i have a code reader, I always get a 15 code. I know this is the EEC rom failier code, but I dont know what that means or what to do about it. Help! Thanks in advance.

15 - No Keep Alive Memory power to PCM pin 1 or bad PCM (Memory Test Failure) KAM (pin 1) was interrupted (was battery disconnected ?)

As far as I know, the battery wasnt or hasent been disconnected since my return trip from Florida. Even before that, everytime I have tried to check the codes, I get the same thing. I know that when I first bought the car, it had an electrical problem where a wire wire somewhere would short and the car would not turn on. It would turn over, but wouldnt turn of. An auto electrician fixed the problem by finding the wire that kept shorting, but I dont know if thats related.

Check the smaller wire on the negative battery terminal for continuity, this is the power to the EEC when the car is shut off.
