Yes, green loctite is the way to go. You can use red in a pinch.

Apply it to the quill, and then install the sleeve on the quill.

Done.

If it is the green LokTite that is specifically for sleeve retainage, you assemble the parts first, then you apply the green around the mating surfaces and it wicks into the voids. Both parts must be clean of any oil or grease. Red and blue loktite you apply to one or both parts then put them together. Green is after they been put together.

Depends on the green Loctite you use. The one that's readily available at the consumer level is, as Tom pointed out, applied after assembly. But, the purpose of that stuff is to be a thread locker. It'll work, but the green Loctite that should be used is #620. It's green, and it's specified as a retaining compound, which is what you're wanting to accomplish with the quill sleeve. I'm not sure if it's available at the chain parts stores, but NAPA may carry it. You can also order online at McMaster.com: http://www.mcmaster.com/#loctite-620/=8tuguu A couple of the smaller capsules should be all you need.

In addition, it doesn't have to be Loctite brand. If there's a Fastenal, bearing house, industrial supplier or something near you, they should all have some sort of retaining compound that you can use.

I think you may be looking at the wrong product. The stuff you want is Locktite Sleeve Retainer #640. It is applied to the quill before the sleeve slides over it. If you get the clutch video from shonutperformance, it's clearly shown.
