The EGR sensor wasn't opening, so the mechanic changed it out. Thing was so gummed up, it wouldn't open. Now the CE light doesn't come on.

BUT the new EGR valve has two holes on the side of it, while the old one didn't. Should I plug these holes up, because every once in a while, the air rushing out of the holes makes it sound like I have a hole in my exhaust...

The two holes you refer to,if you look at your old one there is a small plate with a stud on one end that plugs one of the holes the other is for the small screw that holds the plate on.Ford does sell these little plates however they are expensive I believe around 15 bucks,or you could just use some self tapping screws, just make sure you do not block off the passages.

Did you replace the EGR valve or a sensor for it? And how much were the parts?. Did it change how it drives?

Ya, the EGR valve was replaced. The car feels a bit slower, but that's probably because of the two holes in the EGR valve. However, once I pass emissions, I'll just plug those holes back up...

And, no, my old one didn't have a plate or studs of any sort, actually. Would leaving these holes unplugged effect performance?

Ya, CSR. My secondaries are a bit gummed up, and it takes some effort to physically trip the switch and open them. Stupid emissions requirements...
