Front defogger intermittently turns itself on

So this sometimes happens when I'm driving, if I remember correctly there is no sign from the panel that it is on.
It also turns on by itself when I turn the engine off by turning the key from ON(4) straight to OFF(3, not lock) after about 15 seconds.

one more thing, key does not want to turn to the accessory position(1) so I use the OFF(3) position to listen to the radio with the engine off. Is it supposed to be like this? "3. OFF shuts off the ignition and accessories and
allows the gearshift and steering wheel to move." -Ford Manual

Sounds like either the key tumbler is worn or the ignition switch is worn.

what about the defogger?

That may be because of the ignition switch.

I'm going to check the ignition lock cylinder, hopefully its just a stuck part inside it.
