The cables corrode and sieze in the sheaths. You can replace the cables or try the following first.
Remove the cables and soak them in kerosene or diesel fuel. Periodically work the cables back and forth in the sheaths. They may loosen up enough to be used. If not, replace them.
If you get new cables coat the cable with anti-sieze compound and work it back and forth in the sheathTry and get anti-seize in the sheath as far as you can. this minimizes the chances of siezed e-brake cables.
Use the e-brake every time you drive the car. The old expression "use it or lose it" applies to the e-brake cables!
