wth, previous guy told my dad he disconnected the ebrake, BUT I want it back....how do i hook er up...

It is just a manual brake line. With cables. What exactly was unhooked? Where the cables taken off the car? WTH would anyone do that?

Most of the time they freeze up and people just disconnect them instead of replacing them. Most likely going to need to replace them

The cables corrode and sieze in the sheaths. You can replace the cables or try the following first.

Remove the cables and soak them in kerosene or diesel fuel. Periodically work the cables back and forth in the sheaths. They may loosen up enough to be used. If not, replace them.

If you get new cables coat the cable with anti-sieze compound and work it back and forth in the sheathTry and get anti-seize in the sheath as far as you can. this minimizes the chances of siezed e-brake cables.

Use the e-brake every time you drive the car. The old expression "use it or lose it" applies to the e-brake cables!

www.rockauto.com has a good price on the ebrake cables if you need them... I got mine from them and they are a really good company... the only proble i had/have is getting the spring on the caliper to compress enough to get the end of the cable into it... and sugestion of the easiest way?
