E-brake adjustment

My e-brake hasnt held my car in place when in neurtal for over a year now, so I decided to go tighten the adjuster under the rear door. The adjuster has maybe a half-inch left to adjust, so I adjusted it a bit more My e-brake definitely hits alot of resistance earlier, however, my car still will not hold when on a slight incline in N. I am at a loss, I figured it was an easy fix. None of the wires seem to be sticking either. Maybe i should try to tighten it even more.

Any thoughts guys, maybe i didnt adjust it enough?

I would definitely adjust what's left. If that doesn't do it, I would make sure that the parking cable is attached to the rear calipers. Who knows. lol
