Probably just dusty. All pads generate dust, some more than others. The ceramic pads from Raybestos or NAPA are the least dusting pads I've found, and are also the best overall pads I've ever used. Expect to pay a premium for them ~$70-$80.

Do you brake hard or stop lightly well in advance? Could be the way your driving it or just very dusty brake pads.

My wife's 98 Contour had some of the dirtiest, nastiest dusting brake pads on it.

I replaced them with Raybestos Ceramics this winter and there is now very little dusting.

Some spray-on wheel/tire cleaners that don't get washed off act as excellent dust magnets and really make the problem look worse.

It's the brake pads...

Is it worse on the front or back? If it's the front, it's likely just some very dusty pads. FYI, the dustiest pads I've ever used are Performance Friction Carbon Metallic from AutoZone. These stop very well for the price, but dust horribly.

If your problem is on the rear there's a good chance you have dragging rear calipers, due to either seized slider pins, bad proportioning valve, or most likely the e-brake cable is not letting the calipers fully release. Just went through this on my '93.

Jack up each wheel and give each one a spin. If any seem to grab and the wheel stops spinning quickly, better figure out why before you bother replacing any pads!

Next time you clean the wheels, remove them and spray a bunch of brake cleaner all over the calipers/rotors/pads. Put something on the ground first to catch the mess that you make. Now clean your wheels and put them back on.
