yes, The car will run alot hotter if the intake is dirty, And the car will be a bit slower. Its said its about a 4 HP difference.

Since the air flow is so low at idle speed, a dirty intake would not be of much concern at idle unless it was almost completely plugged. A dirty idle air bypass valve will certainly cause unsteady engine speeds at idle.
