The sleeve for the throw out bearing rotates on doesnt fit tightly on the "quil." Is this a big problem ? if so what can i do to keep it from rotating ?

yeah its a very bad thing. It should not be able to turn on the shaft. YOu will need to take it off and clean it reall good. Then use loctite 277? I think it is. It will say sleeve retainer on the bottle.

Assuming it is the correct sleeve it should fit tight, needing to be tapped into place. The quill might have too much wear. As qiksho said you need to loctite it into place.

There should be two metal tabs cut out of the quill's shaft that should be bent enough to press tightly against the aluminum stub of the transaxle. These tabs, in addition to the Loctite, should keep the quill from moving.
