On my 93 SHO everytime I turn on the defrost the engine starts to surge really bad to the point of shutting the engine off, on the floor select, with the heat on everything seems fine? I noticed also the outside temp stays fixed at -40. I had the alt checked and it came out fine. Anyone with any suggestions?

1) Replace the IAC

2) Test the outside temp sensor to see if there is an open circuit.
