Can you change the PS pump pulley without taking the pump off?

I went to a shop today and they quoted me at $250 to change out the pump and $60 to change the pulley itself. In my '92 Mustang GT, I was able to change all the pulleys in about an hour but they're saying it will be an hour for one pulley (the pulley itself, not taking the pump out). I do realize that the engine compartment is MUCH smaller than in my Mustang but is $250 to change the pump a little too much? Also, who has changed the pulley without taking the pump off?

You have to remove the pulley to get the pump out....

$250 for the pump is about right...it is not fun. The pulley however, you just need to remove the acc. belt, the tensioner, use a strap wrench, and an open end wrench and it comes right off.

I changed out all my pullies on my 94 ATX for UDPs. The power steering was second in difficulty, ahead of the water pump but behind the alternator, which just sucks. The only pain about the PS pulley is the location of it. It's just hard to get anything back there. I recommend you unbolt the PS reservoir and move it out of the way. Once you can get a wrench or socket back there, it's quite easy... just a question of how much PB Blaster you used.

Thanks, that's the answer I was looking for.

Tomorrow when I go in, I will say that other people have done it without taking the entire pump off and how they went about doing so.

Thanks for the other replies, too! It's for an ATX.
