Well theoretically you could do the procedure by simply removing the CID (two 8mm bolts), then removing the vane (two Philips head screws that are soft and in there good - be careful). Then you'd be able to access the seal.
But as far as practicality goes, I'm not sure, that will be up to you. I think the timing sprocket would be in the way, so much more room with covers, belts, sprockets removed. Pull the power steering reservoir up too, I zip tie it up to something to hold it out of the way.
Keep in mind this is the biggest pain in the ass of the three cam seals due to the angle/lack of space even with all belts and sprockets removed. When I did cam seals on the '93 the upper two were cake and then the seal behind the CID rolled when I put it in (honestly, I knew something was going to happen - the entire 60k had been going way to smooth). I ended up having to pull the valve cover and the cam cap to fix it (or I could have ruined the new seal and punched it and pulled it back out). I will say having the cam cap off made installing the seal EXTREMELY easy! Don't forget to apply RTV to the cam cap and valve cover when reinstalling.
