California Emission Question?

Anyone know what extra parts were added to the California emission package?
Less HP?

The "official" answer we get is that the power ratings are the same, but there are some slight driveability issues on some vehicles with CA emissions, that is why they do not make everything 50 state. Who knows if that is really true or just a story...
