Butterflies won't close

The butterflies on my 93 MTX do not close. I've confirmed that the vacuum is good, and that they will close when I bypass the valve. I've swapped valves and confirmed that it is good. I checked voltage at the connector and I only have 5 volts at idle. My wife's ATX has 13+ volts at idle and her system is working correctly.
Does anyone know the circuitry for this system? What is the source of the voltage? and why would I only have 5 volts?
I REALLY need some help with this one.

If it's supposed to be 12 volts, I'd say you have a resistance problem. Is the wire you checked red in color? If so, it is the common red that powers a lot of sensors and the fuel injectors. You're sure that you didn't have the vacuum hoses hooked up backwards at the vacuum cannister, right. There is a one way valve inside that.

I double checked the vacuum lines and they are correct. Do you know where I can find a schematic? I have a ford service manual on disc, but can't find this circuit.

I found it. Seems that the connector for the rear temp sensor (EATC) has the same plug as the runner valve. When I reinstalled the engine, I switched them. Problem Solved.
