bumper rattle/coming off

on the rear passenger side. i notice that right on the fender the bumper plastic is hanging off a little bit. how can i make it so it is right up against the fender and make no rattles liek it is supposed to do?

the sides of the bumper slide on a tab on either side, and the rear of the bumper is secured to the frame by 3 bolts on each side. I would heat the bolts up with a torch, spray some water on them to cool them off, and then remove the bolts, remove the bumper(with a helper or two) and then reinstall it, making sure both tracks are located on the tabs.
