I can only find 5 fasteners to remove the dash to get at the control. Is there anyone here that has done this that can advise me where the others are? I have the shop manual and see the diagram but the diagram doesn't seem to be in agreement with what I am finding as far as the bolt locations.

What I have found are the three on top near the windshield. One each on each of the door kick panels, left and right. Where are the others?

The shop manual says just pull the dash back far enough to reach the actuator. Does the instrument cluster need to come out? Does the speedometer cable need to be disconnected?

I can tell you right off the bat you will have to remove the steering wheel, drop the column and remove the cluster (alternatively the speedo cable to the transmission). In the Gen 1 there is a vent cover below the ash tray that conducts air to the rear seats that has to be removed. The ECM cable should be removed.

Once you get the dash out I believe you have to take the assembly off of the firewall and that requires disconnecting the heater core and evap core, and three nuts from the engine bay side of the firewall. That is what I found for the heater core replacement. You'll want to evaluate if you can get it out without removing it as that'll double the time of the job.

I can't remember if the 92 has the Gen 1 interior or not. Someone else can probably speak to that.

92 has Gen2 interior. I thought there were 5 across the top by the windshield and then the two at the kick panels, but maybe there are only 3 on the top - its been a while since I did that.

Devin is correct, you will need to drop the steering column and disconnect the speedo cable unless your cable has way more slack than any I have seen. I don't think you have to move the heater box, I think you can get to the bda once the dash is pulled back.
