Belt Tensioner Problems

ok i was just looking at a diagram of a SHO motor and i knew what i was looking at when i took my alternator off. i tried loosening it up to get my belt off but when i turned it all the way clockwise it wouldnt go past a certain point. the bolt will go into the hole as far as it can go counterclockwise but when i try it the other way with the bolt coming up it stops at where it seems like the top of the head of the bolt is. its the pulley right before the alternator correct? its bugging me cause i cant get it running without it. i took out the thing that holds the bolt in place so it isnt that. does anyone have any ideas? or is the tensioner broken? or is it not it? thanks a lot.

Are you talking about turning the Allen bolt on the top of the tensioner? Before you turn that, you must loosen the 14mm nut on the pulley.
