It all started after I put some wheels and tires on the SHO from my T-bird so it would pass inspection (last week, have tires on order for next week)

They were 235/60-15s..kinda big but they fit and had no problems going to the station. On the way back I noticed that after about 30deg of steering wheel turn, it gets extremely hard, extremely fast. Feels like the PS pump dies.

Another thing that comes to mind is the speed sensitive steering (do 90 SHOs have that?)

Check the belt tension and fluid level. Are you sure the tires aren't rubbing against the struts?

Yeah, since I have the stock size tires back on and the problem is still there.

I JUST replaced all the belts. Didn't see any leaks when working on it, but will check that tomorrow am.

Could a bad VAPS cause this? or would it be more random (does it just die, or "flicker")

Thanks guys.

The level is fine but it looks like it's the original fluid (unless someone filled it with 5w30!)

I'll be doing a flush next week, hopefully before track day. On a side notes, when I got the 225/60-15s put on, the problem was lessened, and the loss of PS takes until 60deg. also it no longer does it in Reverse at all.
