B9C vs B9B

Ok, trying to solve electrical issue on my 89, some think it could be the computer. My car has a B9C, but found an 89 with cali emissions and it had a B9B computer in it. I grabbed it for the heck of it. I though B9B was not a cali emmissions logic module.

B9B and B9C should be interchangeable, afaik. They will have slightly different programming, but it all should work with no other changes, according to my knowledge of Ford pcm's.
