What is the hydraulic belt setting tool used for? Do I need it?

Not for your car's 60K. The replacement interval for a ATX timing belt is 100K. No real need to do it earlier unless the water pump or CPS fail. You still need to do the valves/shims. The tool is used to properly tension the timing belt for ATXs which have a hydrolic tensioner.
