another secondary question

My secondary is staying closed. It will open up if I push it but it won't open up under its own power. If I push it open and start the engine it will flip closed so I know that the vaccum pressure is pulling it closed. If I push the secondaries half open they will open the rest of the way by themselves it just needs a little push from when it the little tab is in the upright position and then it will open the rest of the way. I've tried working the secondaries back and forth by hand and spraying some **** where the actuator connects to the tab but it still wants to stick in the up position. What would cause this to happen. Is their a spring in the actuator that pushes the tab back to the horizontal position? Or is there some sort of mechanism that isn't working properly on the actuator that is supposed to release the vaccum pressure? This is happening on the secondary at the rear of the engine bay, the secondary at the front functions perfectly. I've asked this question before but got very little feedback, has anyone had this problem or anyone have an idea to what it could be?

They are opened by an internal spring in the actuator when the vacuum is released. I have never heard of a spring failing, but there is always a first.

If you unplug the vacuum line from the solenoid valve to the actuators, do the valves open? If not, the problem is the actuators or a plugged or crimped vacuum line. If they do open, the problem is a leaking solenoid valve.

ok i went out and tried some stuff with disconnecting and connecting tubes at the t section underneath the iac and i got some confusing results. First of all if i connect and disconnect the vaccum hose going to the rear secondary (the problem one) really fast the secondary works fine and will not stick. It seems for it to work the vaccum has to be released instantly, if its released slowly the secondary will stick. If i stick the main vaccum hose to the rear secondary vaccum hose it will suck the secondary closed. Then if i pull the two hoses apart and break vaccum imediately then the secondary will open. But this is the confusing part, if i just make a small crack in between the two hoses and release the vaccum slowly the secondary will stick. I am totally confused by this and you are probably to after reading this. Why would this happen on the rear one and the front one work perfectly. There can't be a leak anywhere in the hoses otherwise it would not pull the secondary closed. I'm thinking it must just be gummed up to much and i have to find a way to loosen it up so it will close under its own power. Also if i totally disconnect the hose at the t-junction going to the rear secondary when its stuck it still won't close unless i push it myself.
