Airbag code 13

I just wanted to ask if anyone could tell me a bit more about the code 13 for the airbag. I have had this issue for a while and starting getting the flashing airbag light after i replaced my headlights with new ones. The car is a 95 ATX. Never really had any issues with it until now. I dont know if i bumped one of the crash sensors or what. I have never had cruise control and one of the threads that the search brought up is that you could have your horn (which I do) but not the other two which would result in a clockspring issue. I also found that the code is something to do with a ground.
Can someone shed some light on the subject please? Also for some reason my computer does not like shotimes so i cant bring up that page.

according to my information, code 13 means that the internal fuse in the airbag control module is open - this means (1) that you need to replace the module, and (2) that there is a short somewhere in the system that is causing the fuse to blow.

If you just put in a new module, you will likely **** it, so I suggest finding and fixing the short before you put in a new module.

Can someone help me diagnose this? I am not that good with electrons. I do have a voltmeter but i am really unsure of how to go about testing this. Im sure i would need to do a continuity check but can you do this on the crash sensors? Also i have always thought in order to do a continuity check you have to test both ends of the wire you are testing. With that being said how do you test say the plug for your crash sensor and test the other end which i would assume would be behind the dash connecting to the blue box? My test leads for the voltmeter are not that long. May be simple question that some are going duh about but i work with mechanical stuff. There is a reason why i leave electricity alone. I can follow a diagram but it would take me a while to find the problem. Speaking of which does anyone have a electrical diagram of the airbag system for a 94 ATX? Thanks
I would appreciate some help. I would like to get this fixed as i have gone through the car and taken care of many little issues so far. This is one of the last ones to fuss over.

Does anyone have any usual failure spots for the airbag system? Thanks and Merry Christmas.
