I need to tighten the two serp. belts on my car. I haven't checked it out much, but I figured I'd make it easy on myself and post up asking how it's done. Thanks for any info.

My personal preference is to loosen the nuts for the pulleys to relieve tension (around 15mm wrench). Then I pull up on the pulls and hand tighten the metric hex nut until I cant anymore. Then I get a small stubby hex and tighten it several revolutions and then tighten the pulley. Thats the easiest way I've found to tighten these bad boys. I have to repack those noisy pulley bearing frequently.

If you are wondering "is it tight enough?", you should barely be able to twist the belt 90 degrees over a 1-foot span with 2 fingers.
