the clutch on my ac isn't engaging, and I checked power to ac and I got very little voltage, can anyone suggest what could be happening?
also, no useful engine codes
634 (manual lever position sensor voltage higher or lower than expected. OR A/C ON)
659 (high vehicle park speed)

if you get no voltage to the a/c clutch, the most likely issue is that the refrigerant has leaked out of the system so the low pressure cutoff switch is open which will prevent the compressor running and getting toasted.

So, I would start by checking the pressure in the system. If that is low, get it recharged. If that is fine, then you need some electrical troubleshooting which is very hard to do over the internet.

I did recharge the system already, though I worry I over filled it (50 psi according to gauge on bottle)
I also read the shop manual (part 1) and it said to check pin 23 at cooling fan controller, but I'm not sure which pin that would be, or if its the same on a 95 since the manual is for an 89
