A/C Recharge

I tried to recharged the freon on a 94ATX and the system is not sucking it in. I used an Interdynamics quick charge kit with a pressure gauge on top. With AC on max, the pressure reading is just under 25 at the low pressure end. I jumpered the cycling switch at the harness end, but still no go. Is there something that I should be listening to or check to see if the AC clutch and compressor is workiing?
