Drivers window rolls up but not down, tested power and ground at motor showing to have voltage switching as intended. Lead tested when going down and found not holding a load. Has anyone ever ran into something like this before?

Was it not holding a load because the circuit breaker tripped (suggesting an excessive load)? Or was it a situation where you unplugged the power at the motor, measured for the reversing polarity with no load (and it was there). Have you tried running power directly to the motor with a fused lead and reversing polarity to see if the regulator assembly works in both directions?

Your symptoms certainly could be consistent with a faulty master window switch. If you were using a digital multimeter (high input impedance) to make your no load measurements, it could still be a bad switch that is unable to handle the current draw. I've encountered Ford window switches where the plastic arm to rock the rocker switch contact overheat and melt, which prevents them from enabling the contact to make a solid contact and pass sufficient current to the window motor.
