95 SHO Seems underpowered

The highest it would go was 26, then would not leak after shutting engine off. And with engine off, starting at 0 psi, pressure would not leave zero after about 8 primes. I'm going to retest the fuel pressure with a different tester to make sure the one I used wasn't faulty

UPDATE: After retesting, the pressure went up to 30 psi, then rapidly dropped back down after shutting the engine off. I disconnected the regulator and the pressure went up to 40 psi, so the regulator seems to be working fine. After about 20 primes I was able to get it to 5 psi. Then it just drops when I stop. Also the pump start making a screeching un lubricated sound after a few primes. So I definitely believe it's the fuel pump

Currently replacing fuel pump. Trying to remove the fuel tank strap bolts but for some reason I need 2 feet of leverage to turn them. This is being a nightmare. I've sprayed a lot of PB blaster on the threads but not helping.

Update: Just snapped passenger side bolt...

Yeah with about half an inch of thread. I got the new pump in and I'm using tie wire and a bunch of zip ties to hold the strap up. I'm going to fix that tomorrow.

That blows. I hate that feeling I get after rounding or breaking a bolt off, and under the car is the worst.
