3.2 tensioner ?!?

I'm in the middle of my 60k and wondering what is the correct position of the off center pulley on the timing belt tensioner? The belt seems tight with the bigger side of the pulley on the right side, the two holes are in the 1:00 and 3:00 position. Can the belt be too tight? I've read many threads and can't seem to find the answer. Thank's. 94 ATX green/tan 121K has every problem!

The correct positioning of the tensioner pulley's hub is the same location it was in before you took it off. The position was set by Yamaha for the given belt length and force to be applied to the belt.

The gas piston in the tensioner provides all of the tensioning force to the belt. The position of the hub on the lever arm slightly changes the belt path (longer/shorter) and the leverage (greater/lesser tension) through which the piston applies its force.

I have seen the pulleys in different positions but I believe most oriented the larger portion of the hub towards the belt contact point.

Thanks for the quick reply. Since I didn't disassemble it myself I should of added in my thread that I bought my SHO for $900 and all of the parts from the front of the motor were in a litter box in the trunk! [I'm hoping all the parts are here.] The belt seems to be tight but the tensioner didn't move much when I pulled the allen wrench out, I guess I expected to see it snap into place, could this be bad too? Also I have a lock washer that doesn't seem to have a home, about 7/16ths size, any ideas?
