Just put another motor/trans in my '93, fixed that whole no forward gear thing and the lack of power.. except, I still have one problem. I had noticed before when the trans was going out that when rolling if you let off the gas the RPM would drop from where it should be, lets say 2K down to about 500, then back up, then back down, then back up.. Sometimes when I came to a quick stop it would stall. Now with the new motor it does the same thing. A little more pronounced though, but only sometimes. Was stopped at a light and it was jumping from 500 to 2200, so I turn it off, then go to restart it, and it instantly stalls, FIVE times. Then I start it and blip the throttle, goes back to 1K works fine for the next few miles.. I think it might be the IAB, but I don't get the usual humming sound as I did when the IAB on my 3.8 went out. Any ideas?

Sounds just like the IAB to me. An easy way to test it would be to hold the throttle down just enough to take it above idle. If it runs just fine with slight throttle applied, then I would say its definitly your IAB.
