Wiper arms staying 'up' when turned off... need some help

ok so my wipers work intermittently but when i shut them off they go straight up (verticle on the wind shield). when they are on they sit where they should in between wipes. does anyone have a clue to what is wrong and how i can fix this problem? it is quite annoying.... and arent the wipers supposed to get lower when they are shut off??

My 94 did this i just deal with it. I can get them to go down if i put it on 2 clicks wait for it to wipe once and right when it comes down to a stop hurry and click it off. Thats works on my 94 with the same issue as yours lol

wiper transmission??

i figured it was the motor..

and regardless of where they are when i shut them off they just go up lol. on my 89 mustang the wiper arms only work on high and where ever i shut them off thats where they stay.. lol so i just gotta time it correctly for them to stay down

Actually you probably need a new wiper governor. It's a small electronic box that is mounted to the right of the steering column right next to the radio area on a "module tree". They go bad with some regularity... I had an '87 GL in 1993 and it failed on it then.
