You have to look under the inner fender on the passenger side, and most likely you will find the bottle rubber line has come off the pump discharge line at the bottom of the bottle. It does not have a clamp, it is a push on situation.
That would be the issue if you cannot keep fluid in the bottle. It will drain out in less than a minute if that is true.
If not, while you are under there, see if you can blow out the line to the windshield after you unhook it from the pump.
If you can blow out the line, have a new pump on hand to replace the old one while you are there. They are readily available as they fit a variety of cars and are less than $15.00.
The other possibility is you topped up with water, and the solution froze in the small diameter line, in which case you have to put it in a garage to warm it up.
Try the warm up option first.
I see you have an ATX. My experience is with a MTX, so the reservoir is under the hood rather than buried in the inner fender so things got a bit easier.
