What's the quart requirement for a 3.0 L with a filter change?

What could this be on the exhaust pipe? It was moved to the side by a Pep Boys mechanic.

In regards to the the title question, 5 quarts if using an FL400 or equivalent filter. I use FL1A filters and that allows for the use of 6 quarts.

In regards to the actual post question, negative battery cable.

Using the word "mechanic" a little loosely in my opinion.

Without seeing the photo clearly, it sounds like it could be a heat shield, an exhaust hanger, or possibly a sensor wire bracket that got bent out of the way during other work. If the mechanic intentionally moved it, I'd ask exactly why and whether it needs to be reattached. A picture from a little farther back showing where it sits on the exhaust would help identify it.

Photo is pretty clear to me. The bit that's like, 'plugged into' the exhaust with the wires? That's just your O2 sensor. Looks like it might've been replaced with an aftermarket one at some point, hence the extra wire all bundled up with a zip tie. The bigger wires its zipped to are your main power and ground to the starter.
