What is the "noise maker" and should I get rid of it?

I've been kinda browsing posts here and there while my car is down awaiting a replacement part, and I was looking for free mods/maintenance to do to her to keep me busy. I saw a few posts about a "noise maker." What the heck is it, where is it, and should I cap it? I'm also going to do the intercooler cleaning since I have the charge pipes off anyways, might even to the PTU oil change because I'm that bored.

I prefer the look of the "appendage" removed completely like on this engine with hotpipes, but most people who mod it generally just cap it off.
SHO Engine Less Noisemaker Plus Hotpipes

The MKS and the Police Interceptor do not have the noisemaker installed, so if you can find that hose cheap, that's another way to go.

What is its function, what noise does it make.
Also yes change the PTU fluid. A must do every 30,000 or less. Add rear diff also. I drained and replaced my brake fluid several times now since it turns black in 6 months or less on my car. I use full dot 4.....
