TPS max voltage 1.2 V - only 0.18 V at idle

The black wire on the bottom that is supposed to supply 5V, gets only 1.2 V... I had it all adjsuted perfecetly at 1V at idle and was putting my airbox back and when I checked TPS again it showed .18V at idle 1.2V max. Battery is at 12V.
I put another TPS on and the same WOT voltage. How did I lose 5V to the TPS???

I had disconnected the computer dongle to reset it. That caused the problem.
I assume there is a capacitor in there to hold enough charge for about 10 mins so I was able to initially adjust the TPS by using whatever juice was left in the computer
